Here are some situations where you should not make the first move.
Tip 1. He is engaged in a conversation one on one with another woman. You might think you will flatter him, and he will pay attention to you. No, he will think you are very rude and might remember you for the wrong reasons.
Tip 2. He is in the middle of a task that requires a high level of concentration. Let’s say you were at your friends wedding and you were introduced to the best man. If he is getting ready to make the speech, don’t approach him and make the first move.
Tip 3. When he is in the middle of a heavy conversation with his guy friends. This gets real tricky. Men generally don’t let their emotions go in public and if you see him huddled in the corner with some friends and he has an angry look on him, don’t ask him out.
Tip 4. Relate these situations to yourself. If you can place yourself in his situations as described above, then for sure it’s not the time to make the first move. Imagine how you might feel if you were in his shoes. Wait until the time is right.

Your homework assignment this week, is to spot 6 men in situations that you can approach them and make the first move. My suggestion is try the famous “hello challenge. Say hello with a big smile to 6 guys this week and report back to me your success.
